A Conservative Approach to Economic Development
The Campaign to Elect Bruce Chester places a high priority on the economic health of the 2nd Worcester district.
Bruce proposes to advocate for economic development initiatives that focus on local control and giving constituents the tools necessary for building wealth in their neighborhoods.
Bruce believes this can only be achieved when we include the input of all citizens while keeping a close eye on how public money is spent, reducing the need for public money through the careful use of incentives to encourage community banking and other local financing.
When elected, Bruce intends to prioritize working with willing peers in the legislature on initiatives focusing on the following.
· Review of all existing economic development programming in each of the cities and towns of the 2nd Worcester District.
· Garner public feedback so the Chester administration develops its own scorecard for assessing the efficacy of economic programming.
· Initiate a public portal, open to all constituents and all the time for soliciting ideas and feedback regarding economic development priorities.
· Investigate current tax regime for small and micro-business. Publish a timely report on improvements we can make to this regime and legislation I propose to fix these issues.
· Develop legislation to propose to encourage local control of commercial property and the re-development of mixed use and commercial property that promotes density and wealth-building for neighborhoods with a minimum of governmental control over funding for endeavors.
· Assess how loan guarantees and other less invasive techniques can better encourage re-development through private financing while reducing the tax burden on residential property owners in the district.
· Incentivizing the development of business incubators and accelerator programs with a focus on programming that provides long-term mentorship of local entrepreneurs.
· Encouraging the development of a data-driven program for developing locally owned business focused on innovation patterned off the National Center for Economic Gardening.
· Advocate in each city and town for an emphasis on diversifying the local economy by expanding the commercial tax base, thereby reducing property tax burden on residential property owners.
Bruce Chester believes in transparency and in being accessible to ALL of our voters in the 2nd Worcester District.
